I have the email add. and IP of someone who hacked my accounts (paypal, yahoo, and my own) who should I tell?

Paypal spotted it and although I used different passwords for different sites he used my yahoo account to request new passowrds. I have his email address and IP address who should I inform? It is a gmail account

First of all you should thank PayPal for spotting it. It's important that they receive feedback that this service is useful or they'll stop providing it.





Next you need to find out how the accounts were accessed.





If the attacker found an exploit on the Yahoo site and stole your cookie to log in then Yahoo need to know everything about it.





If the attacker used a keylogger on your computer to find out what your password is then Yahoo don't need to know about it but you need to clean up your computer. There are lots of answers on here about how to clean up and protect your computer if that is needed.





Lastly, if you can provide compelling evidence to Google of the offence then you should notify them and ask them to notify the relevant authorities that have jurisdiction over the attacker. Unfortunately, he may not live in the same country as you and he may not have committed any crimes in the country where he does live.
